“Transformation of the Existing – Preserving Resources – Reanimating Space”

The government district in St. Pölten, completed in 1997 by Ernst Hoffmann, follows a clear double loaded corridor typology with flexible office structures. The project transforms this rigid layout into an open and dynamic environment for a toddler daycare.

With minimal and precise interventions, the existing building is reinterpreted to create a new spatial world for children. Central to the concept is the extension of outdoor space: directly accessible play areas and a new “dwarf staircase” connect interior and landscape, supporting contemporary pedagogical approaches and enabling seamless transitions between inside and outside. Internally, fixed partitions are replaced by flexible timber elements, creating a fluid and domestic spatial atmosphere. Glazed transoms visually link the rooms, while new sanitary units are integrated efficiently within existing service zones. A double-height space forms the heart of the intervention, with a vividly designed staircase connecting both levels and creating a central space for movement and interaction.
The façade is enhanced with a pergola structure incorporating balconies and greenery, providing solar shading and giving the kindergarten a distinct identity. Together with the landscaped terraces, the project establishes a coherent ensemble of interior and exterior spaces.
The conversion demonstrates how existing office buildings can be transformed into child-centered architecture through resource-conscious design, spatial generosity, and a clear commitment to working within the existing fabric. (competition winner 2023, realised in 2024)
