„Design and Development Guidelines for the Danube Canal Vienna" (own translation) commissioned by the City of Vienna, deals with a historical urban complex and infrastructure. As a projecxt it can demonstrate both the use and potential of informal planning instruments in urban planning, as well as the possibility of innovation in this field. At the same time, the project also shows the unique power of using aesthetic concepts in planning when it comes to breaking through entrenched hierarchies and complex distributions in administration and politics.

The procedure started as a competition, that the office Heindl Architektur in cooperation with my office won. Subsequently we were commissioned by the City for three years. The task and range, size and duration of the project made it possible for us to develop partly new, partly modified planning tools, procedures and processes.Thus the project offers itself to demonstrate the potential and necessity of creation and design of new tools, procedures and processes for urban planning.
We divided the project into regulatory and development measures. The regulating part of our „Non-Building-Plan" (own translation) was derived and yet modified from the Vienna zoning and development plan, while the development- oriented plan and partiture, enabled us to differentiate and position informed measures and operations on the site.

The guidelines we have created for the Danube Canal are integrated part of the administrative instruments with which of Vienna is able to regulate this space, preserve the public sphere and improve accessibility (...)
