The Inverse Method

Contemporary housing procurement procedures increasingly reduce architects’ role to fitting standardised apartments into predefined volumes and dressing them with attractive façades. Architectural intelligence is neutralised at its core. The quality of a project is often gradually diluted through financial optimisation and fragmented decision-making.

To address this, Beatriz Ramo developed the Inverse Method, a pioneering procurement model that inverts the order of appearance and “power” of the architect and the developer, placing architecture at the origin of the process. Instead of the developer selecting the architect, the municipality selects the architect first—on the basis of a methodological proposal rather than visual renderings—establishing the architectural principles of the project before developers are invited to compete.

Implemented through her experimental housing project START-Ivry in Greater Paris, the Inverse Method safeguarded architectural quality while remaining within existing regulatory, financial and planning constraints. By collectively defining architectural principles at the beginning and embedding them within the project’s contractual framework, it establishes a direct link between research, design and construction, ensuring continuity across all stages of the process and protecting the initial ambitions from being neutralised during negotiation.

The Inverse Method, developed as a practical tool rather than a theoretical model, is both governance innovation and a proof that procurement methods can produce better projects. Because of its demonstrated results and the empowerment it provides—both for the architect and for future residents—the method is currently being further researched for the Dutch context as a transferable guide for municipalities, developers, and architects, proving that procurement itself can become a design tool—and a form of activism—for delivering higher-quality architecture within existing constraints.
