The Guide for incorporating the gender perspective in urban actions in the Valencian Community is a working tool commissioned by the Generalitat Valenciana to support urban planning, design and management processes. It addresses professionals, public administrations and promoters involved in shaping the built environment, with the aim of integrating gender perspective into everyday practice.
The Guide translates theoretical frameworks into operational criteria. It proposes a set of recommendations, indicators and checklists that can be adapted to different scales, from territorial planning to specific urban interventions. Its structure allows flexible use, enabling both a sequential reading and direct consultation of specific sections depending on the needs of each project.
The document is organised into four main parts. The first introduces the concept of gender perspective in a clear and accessible way. The second defines key thematic lines and indicators to guide analysis and decision-making. The third focuses on how to incorporate these criteria into planning documents and urban projects, including guidance for drafting the Gender Impact Assessment report. The fourth emphasises the importance of the process over time, ensuring that the perspective is effectively integrated.
The Guide promotes an approach based on proximity, care and everyday life. It prioritises the needs of people, especially those with less visibility or fewer resources, and supports the creation of inclusive, safe and accessible environments. It also encourages each team to develop its own set of criteria adapted to the specific context, reinforcing a situated and responsive practice.
Published in Spanish, Valencian and English, the Guide combines written content with graphic tools that facilitate navigation and understanding. It establishes a framework that can evolve through application, feedback and continuous use.
